Where is Our Right to Shelter?

Community correspondent Kesha Devi reports of a Dalit family from her village, Mahuramshala in Uttar Pradesh, who have been living without a proper roof over their heads. Harilal Harijan with his family of nine, has been living in a bamboo hut for over three years now. He is a daily wage earner who finds it difficult to support his family. He had applied for a house under the government housing scheme, Indira Awas Yojana more than 3 years ago but since then no progress has been made. Every time he tries to inquire about his application, the village head says that the allotment list is yet to come. Their hut has a plastic roof and bamboo & cloth for walls. In monsoons, water fills up in the hut, bringing with it mosquitos, flies and a host of disease. The summer heat turns it into an oven. Kesha is friends with Meena, Harilal's wife. She has seen first hand the family's daily attempts to give their children a normal life. So when Meena asked her to make a video, she instantly took the case. She has been trying to resolve the matter but no official has given her any positive response. The Indira Awas Yojana has been put into place specifically for people from economically weaker sections to make sure they have adequate housing, a fundamental right. Yet, there is report after report of the scheme not being implemented due to corruption, apathy and caste politics, among other factors. Kesha requests yours help in getting Meena, Harilal and their family a proper house, where the kids can study and play, where Meena can cook without being concerned about water going in the stove, and where they all can take shade in the summers.
